Building a Legal Framework for a Virtual Organisation in the Maritime Domain: The MARVIN Experience

The EU-funded research project MARVIN (EP29049) is developing software to operate a web-based virtual enterprise in the maritime industry, specifically in the area of scheduled and unscheduled repair. The main tool being developed is a prototype of a Maritime Enterprise Integration Tool (MEIT) which is based on multi-agent technology. One of the tasks of this project was to develop a legal framework for the operation of this maritime virtual organisation. This paper starts with an analysis of the legal nature of the virtual organisation then looks at the possible legal and business structures and contractual models that may be used for such organisations between the actors involved. This is followed by an analysis of the legal framework – the MEIT User Agreement that was proposed for MARVIN.
